I have a house in Prince Frederick and lost a refi deal over an appraisel being 6k low. Is there any way to?
get the appraiser to change his quote or am I stuck with this price?

You should get a second appraisal done because the second one can come in at a different price. It happens. Good luck!
FIRST ANSWER
Appraisers are typically unwillling to change numbers. Rarely do two appraisers arrive at the same number. It is quite possible that a different appraiser will arrive at a different number and it could be higher or lower.
