contact a local realtor to determine the value of your home....also...remember....the person that offers up the first number is in a weaker position in any negotiation.....let the lender offer a number first and negotiate down from there

Jim,

Is the lender talking about a short sale? Is the home listed or is your sister trying to negotiate better terms with her lender in order to stay in the home? If it is a short sale, a market analysis would need to be performed in order to establish market value in your area. More information is required in order to advise.
