There are many variables when it comes to buying a home. Credit scores are just a portion of the larger picture. Downpayment, cash available for purchase, assets, and debts.
The best option for them would be to speak with a mortgage professional. I have one who also works with people to improve their scores to put them in a better position at a later date -- as quickly as a few months sometimes!

Only if both scores are above 620. If one is below they might have to qualify on just the one who has a score above 620. Although if the one's score is 619 a score of 620 should be able to be attained in a relatively short time.
